Before applying for a taxi driving licence in Finland, you must make sure that you meet the requirements set by Traficom.
According to Traficom, you must:
have held a category B driving licence in Finland or another EU/EEA country for at least one year
not be banned from driving
meet the Group 2 fitness to drive requirements and provide a medical report to demonstrate this
have passed the taxi driver examination required under the legislation in force
have no entries in the criminal records or register of fines that prevent the licence from being issued.

Taxi Driver Training – 21 Hours
The taxi driver examination is taken at a service point of Traficom’s service provider. You must book an appointment for the examination in advance.
The examination is based on the Act on Transport Services and Traficom's regulation concerning taxi transport examinations.
A passed examination is valid for one year.
You must meet the Group 2 fitness to drive requirements. A medical report may be required as part of your taxi driving licence application.
The medical report must be no more than six months old when you submit your application.
Submit your taxi driving licence application at a service point of Traficom’s service provider. The application is completed and paid for at the service point.
Depending on your situation, bring:
your passport or identity card
a medical report, if required
a photograph if you do not have a valid passport, identity card or previously submitted photograph approved by Traficom
a driving licence issued by an EU or EEA country if you do not have a Finnish right to drive.
Traficom will process your application and contact you if additional information is required or if the licence cannot be issued.
Once your taxi driving licence has been issued, the licence card will be sent to your home address by post.
According to Traficom, you will normally receive your taxi driving licence card within approximately two weeks.
A taxi driving licence is valid for five years from the date it is issued.
If you are 68 years old or older, the taxi driving licence is valid for two years from the date it is issued.
When your taxi driving licence expires, you must apply to renew your taxi driving licence.
The requirements for renewing a taxi driving licence are different from the requirements for applying for a licence for the first time.
For renewals made between 1 November 2026 and 31 August 2034, you must successfully complete the required 7-hour further training for taxi drivers, unless you have already completed the mandatory 21-hour taxi driver training after 1 September 2026.
