All drivers providing transportation services covered by Kela compensation must successfully complete the Driver Training for Special Passenger Groups.
Successful completion of the training is recorded in Traficom’s register.
1. Register for the training

2. Attend the training
– The training programme consists of 21 hours (14 hours of theory and 7 hours of practical training).
–The theory section (14 hours) consists of two seven-hour online training sessions held on two separate training days. You can participate using a computer or a smartphone.
– The practical training (7 hours) is conducted in person, primarily in Helsinki. During the practical training, participants can practice the skills required to transport passengers with special needs.
– If you've received your taxi driver licence on or after 1 July 2018, you must complete the entire training programme.
– If you've received your taxi driver licence before 1 July 2018, you only need to complete the practical training.
3. Receive an Official Certificate and registration in Traficom’s Professional Competence Register
– When you have completed the training, you will receive an official certificate, and your qualification will be recorded in Traficom’s Professional Competence Register.
The training programme consists of a total of 21 hours, including online lessons and practical training.
– The full training programme must be completed if you have obtained your taxi driver's licence on or after 1 July 2018.
– If your taxi driver's licence was obtained before 1 July 2018, only the practical training is required.

The Driver Training for Special Passenger Groups is supplementary training required under the Finnish Transport Services Act for taxi drivers providing Kela-compensated or social and healthcare transport services (Sote transport). Special passenger groups include individuals with mobility, visual, hearing, or other sensory impairments, as well as children entitled to school and daycare transportation services.
